Governance Protocols

Every operational lifecycle — from intake to verdict — advances only through server-side governed state transitions. No client-side logic can alter, skip, or fabricate a governance state. Controlled Hold is the default entry posture for all engines.

Every material event — session opened, mode selected, intake submitted, verdict issued, access granted or denied — is recorded as an immutable audit event with a canonical UTC timestamp. Audit records can never be updated or deleted.

Review verdicts are computed by backend-authoritative deterministic logic based on classified gap severity — Critical, Major, and Minor. No verdict is ever produced by presentation-layer calculation or subjective interpretation.

Product runtimes are protected by backend-verified entitlement records. Access is granted, denied, and audited server-side; every denial produces a governance record. Route protection is enforced at both the portal and runtime layers.

Every session is bound to its owning user. Row-Level Security policies ensure that no user can view, modify, or interfere with another user’s operational records. Administrative access is itself an audited event.

Each engine operates strictly against its governed source release. Controlled Pilot products are explicitly partitioned from general availability tools, and every output carries its source alignment status for full traceability.

Rejected outcomes trigger mandatory escalation notices. Non-rejected outcomes are flagged for the Permit to Work precondition register — ensuring that no reviewed document silently enters live operations without downstream governance linkage.

All review intelligence is aligned to ISO 9001, ISO 14001, and ISO 45001 management system principles, with jurisdictional alignment across United Arab Emirates federal and emirate-level regulatory frameworks.
